It should fill with a tender no problem. Did you open the covers? Sometimes you have to switch back and forth between the vehicle the tender is attached to and your tractor.

Got it. Some reason N must be used on another mod and it's a button conflict. I changed it in game and on my Sims Dashboard and it works. Worked fine on a base no Mods but it. I just didn't think to check buttons mapping as tarp worked on anything tarps and didn't show an option to open cover in the on screen control group. Now it shows the option to open cover.
