how odd!! i just tested and the neighbours are coming up for me.. it might be a mod conflict but cant imagine what it can be .. i have just updated the fictional version for you (if that's what you are playing) with a tweak to see if that fixes the problem. Please let me know asap if it does/doesn't :)
