The bathroom scene and them on the beach is near the end of chapter 7, 0.8.3 includes chapter 8 as well which is another couple hours of content after the beach chapter. Every release includes all of the previous content so you can start from the beginning if you want so yes, 0.8.3 is standalone and includes all content from the beginning.
