I can't help you without seeing it or a video, etc. It sounds like maybe the program is overwriting the charset but that shouldn't be possible.
Think I worked it out. I was using a koala image generated by a converter program. The image displayed fine but the scroller was garbage. When I used a legit koala image saved on the 64, the scroller worked fine.
