These are known issues which are due to be fixed in 1.8B (whenever that comes out)
Anna, the gift and the stuck
Press F1 10 times on your keyboard and that will bring back the UI, then talk with the Anna pressing the speech bubble, say goodbye and you can move from there.
Toni Toni Chopper and the blackflag of the none seeing
For now set your resolution in the game menu settings to 1080p and this should be a workaround. Alt+Enter before racing also worked for me, but not for others. Depends on your system resolution and if you are playing fullscreen or windowed, so you will need to play around with settings to get past it.
