Hmm I'm sure you're more familiar with the situation (not a German-speaker unfortunately), but from what I can surmise, what's banned is minors getting access to pornographic material.
Yes and also no. You can buy adult movies and books here but games not. Games with sexual nsfw content are completely banned for all. I think the reason are to protect minors.
