You have to be pretty exacting with how you get the media.zip file generated, and then how it needs to be copied over afterwards. There's a fantastic video covering all of this in depth that you'll need to follow pretty exactly to avoid issues, I hope this helps!
this is literally the guide i followed and still not working maybe cuz my version is pirated i know the game is only $10 but it's not cheap in my country
It does have to be the most up to date version, so that really could be the issue, and I well understand the cost of living. Frustratingly I can't just release this as a complete build because it could raise the ire of Valve for piracy also.
