do I get it right? There are always more need dice than work dice and only an exact result is solving the need, so there are more and more unsolved problems?

at the beginning yes. In the first years the needs are piling up. But during play you can use 2 work dice together as a joker (to fulfill any need), and if a player misses his turn (he cannot solve any need) you permanently get a new work die.
So in the later years, you will not only fulfill the current needs, but also the needs that you couldn't do earlier :)
