I had it this issue at friend's notebook once and somehow notebook reboot helped. Still have no idea why it happen back then because game worked before and after without such issue.
Another thing i can think of is if you AMD card with old drivers 25.5.1 or newer should be fine. Also most likely integrated graphics card does not work.
btw you can edit UserData\Config\Config.json to set "windowFullscreen" to false to be able to close game easily if it does not work again.
Damn, it's unfortunate and weird. I had not this issue on my or other PC. Maybe game's window was not active somehow? As workaround i can suggest to edit config file UserData\Config\Config.json and change windowFullscreen value from true to false (and windowHeight with windowWidth to needed resolution if needed).
