yes it does mean that you have to re purchage the game.

just paid 11 dollars but game is 20. if i pay 9 dollars more will the content then be available? or does it have to be a paiment of 20 dollars?

where can i download the 0.26.2 update? 

on this page  its only the 0.25.2 update.
