The idea is that Dark Legion happens whenever you roll Initiative or suffer a Wound, and in addition you can also activate it 'manually'. It's similar to Exploding Soul from Way of Flame.
That being said, I'll do a "bugfix/balance pass" on this zine not too long from now, where I'll look into potential issues like these, so any feedback is welcome.
