is it created using new version of RPG Maker?

I didn't know RPG Maker could take 3d model as an input

or is it 3D model -> 2D sprites conversion kinda thing?

Thanks, I am currently using RPG Maker MV because I am extremely broke HAHAHAHA

They are 3D models I just turn them into 2D sprite 😁
