Nice UI.  Narrative-wise it sounds a bit odd that (for example) the Secretary can reach consensus with herself, but I don't have a perfect solution either. Perhaps the consensus shouldn't be a card that can simply be dragged and dropped, but rather a goal that needs to be achieved as a winning condition - in that sense, the player plays against other participants about secondary goals.

Fair point and thanks for the feedback! There is a card later on that increases consensus for all. The only reason I didn't make the "Talk" card do that is because it's OP and it breaks the balance.
