I ran into a situation where I didn't feel like I had enough time to improve the AI further beyond the abilities at Level 4/5, so I had to come up with other ways to make the levels progressively harder. I admit, it could result in a bit of an "unfair" feeling. I think I was hoping it would feel more like fighting a boss than an even one-to-one match, but I could have done better with that execution.
