You want to head north! You have two options for this: either travel through the forest by hugging the right hand side until you get to the top, and then following the bluegrass path to the exit in the top left, or by taking the top path on Route 2 that is accessed via the stairs on the eastern side of the route.
Either way, Pewter City is a straight shot north!
